We are looking for a new team member for our International Programmes Division, Cluster Humanitarian Action, in Hamburg as soon as possible Cluster Lead Humanitarian Action (d/f/m) - unlimited / full time (39 hours per week) -

Your tasks

  • Leading the humanitarian cluster and providing strategic steering and overall responsibility for the humanitarian project portfolio, ensuring its strategic direction, performance, impact, and future viability 
  • Contributing to the strategic development of the International Programmes Division and actively collaborating within the International Programmes Management Team, aligning cluster activities with the division's strategic goals 
  • Strategically steering the cluster portfolio (including income planning, matching funds, and fundraising appeals), holding overarching programmatic and financial-administrative responsibility, and assuming responsibility for the proposal phase within the end-to-end process, including quality assurance 
  • Driving business development to open up new funding streams, including a fundraising strategy with growth ambition and income forecasting, and steering fund acquisition with the assigned donors (strategic donor lead; focus on AA, KOA, BMZ ÜH, ECHO) as well as managing and further developing assigned Global Accounts (ECHO, WFP) 
  • Providing technical and disciplinary leadership of the team, planning staff resources across the cluster, managing workload, and steering personnel-administrative measures in close collaboration with People & Culture, while fostering an inclusive and appreciative working culture 
  • Strengthening the humanitarian profile of Plan International Germany, strategically contributing current system topics (HDP nexus, Core Humanitarian Standard, Grand Bargain), building strategic relationships with humanitarian donors and partners, and representing the organisation in relevant forums and networks (national: VENRO, Humanitarian Aid Coordination Committee; international: VOICE, ICVA) 
  • Representing the organisation's values in daily decisions and behaviour, and complying with legal and organisational requirements

Your profile

  • Successfully completed university degree (Master's) in a development/ humanitarian-related field 
  • At least 7 years of professional experience in international cooperation and/or humanitarian assistance, transitional aid, and disaster risk reduction 
  • Sound knowledge of the humanitarian system (HDP nexus, Core Humanitarian Standard, coordination, financing, Grand Bargain) and of the humanitarian donor landscape (in particular AA, BMZ ÜH, ECHO, WFP) 
  • Expertise in portfolio and project management, including fund acquisition, proposal development, compliance, and quality assurance 
  • Knowledge of the international institutional and private donor landscape, as well as of personnel management and organisational development 
  • Several years of leadership experience (technical and disciplinary), strong communication and negotiation skills, networking ability, and intercultural and diplomatic competence 
  • Resilience, integrity, and a structured, goal-oriented way of working in demanding humanitarian contexts; willingness to travel; very good command of English, both written and spoken
