Programme Quality and Knowledge Management Specialist (d/f/m)

The Programme Quality and Knowledge Management Specialist plays a central role in strengthening programme quality across all phases of the project cycle. This position ensures that Plan International Germany's programmes consistently meet internal and external quality expectations while fostering a learning culture and integrating knowledge systems.
The role is accountable for supporting organization-wide standards implementation, optimizing systems and processes, and enabling evidence-informed decision-making. Positioned within the Programme Quality Unit, the Specialist collaborates closely with IT, Programme Teams, and the Plan International Headquarter to ensure quality and learning are embedded across the organisation.
Your tasks:
- Support and promote the integration of organizational standards (e.g. Core Humanitarian Standard, Do No Harm, Child-Friendly Feedback Mechanisms, Gender Transformative Marker).
- Facilitate sensitization and operationalization of these standards across departments through documentation, dissemination, and shared learning.
- Coordinate and support the internal anchoring and implementation of the End-to-End project management cycle.
- Monitor adherence to the E2E process, capturing feedback formally (system data) and informally (interviews, group discussions).
- Analyze procedures and contribute to continuous process optimization, aligned with donor expectations.
- Strengthen systems that capture and manage programme data for reporting, learning, and decision-making.
- Design and deliver tailored capacity-building formats (workshops, webinars, e-learnings).
- Build competencies in quality standards, data use, and internal tools.
Your profile:
- Advanced degree in International Cooperation, Social Sciences, Project Management, Admin Sciences, or related fields.
- Demonstrable experience in programme cycle management, learning systems, and/or MEL.
- Practical experience with process analysis, standards implementation, and training delivery.
- Solid understanding of international donor standards and reporting expectations.
- Structured and solutions-focused with initiative and autonomy.
- Excellent coordination and communication skills (written and verbal).
- Proficiency in Microsoft Office, process mapping (Visio), and digital knowledge platforms.
- Fluency in English is essential. Additional skills in German, French, Arabic, or Spanish are an asset.
