CBM is gearing toward implementing its new Strategy 2030 which puts a focus on Community Support Services and Systems (CSS)for persons with disabilities. Strengthening social protection systems to actively include persons with disabilities will form a core part of our systematic approach to CSS, which will be rolled out to the countries we work in. Our objective is to concretely contribute to disability inclusive social protection systems that help manage risks and protect persons with disabilities from falling deeper into poverty and that help them weather stresses and shocks.
We are seeking to hire a Country Programme Officer, Social Protection who can contribute to an in-depth understanding of social protection/safety net schemes that are or could be accessible to people with disabilities (as well as inclusion of refugees, IDPs and stateless persons), identify the gaps, and then support, advise and helps us shape and implement our inclusive social protection engagement in the country.
Provide technical, and programmatic leadership at the country level on inclusive social protection, including programmes for refugees and other POC in social protection programmes, strategies, and financing in coordination with CBM's inclusive humanitarian projects.
Capacity building of country level partners and other stakeholders in inclusive social protection.
Supporting Organisations of People with Disabilities (OPDs) and partners to advocate for improved inclusive social protection systems, including management of information.
Main Tasks
- Lead focal point for social protection in country office programmes
- Build capacities of country team and partners in social protection, including contextualisation within Community Support Services and Systems (CSS)
- Support and advise in building linkages between programmes and existing (formal and informal) social protection schemes and systems.
- Advise and engage with stakeholders including government on making social protection schemes inclusive of persons with disabilities and engage in respective country-level technical conversations with LCDF donors.
- Provide technical support to projects (including operations) on disability inclusive social protection.
- Support the country office in maintaining strong collaborations and diversifying partnerships, alliances, and relationships with a focus on social protection.
- Support the programme team to conduct initial and regularly updated organizational capacity assessments and/or partnership reviews on social protection, jointly develop plans to address capacity gaps, identify solutions, monitor implementation, and document learning.
- Work with partners to gather and share quality project information and content to support CBM's internal and external communication to demonstrate the impact of disability inclusive social protection with good practice documentation and success stories.
