Innovative Finance Compliance
Specialist (d/f/m)

- limited to 2 years / full-time (39 hours per week) -

The Innovative Finance Compliance Specialist is responsible for leading the organisation's transition from grant-based funding to commercial contracts and results-based financing. The role focuses on designing and implementing compliance systems, managing change processes, and ensuring financial structures meet the requirements of commercial contracting.  

Your tasks & responsibilities:


1. System design and change management 
  • Develop and implement financial compliance systems tailored to commercial contracts and results-based financing mechanisms
  • Lead the roll-out of new processes and tools, ensuring their consistent application across global teams
  • Establish clear workflows for budgeting, approvals and reporting, integrated into existing financial platforms

2. Partnerships and joint ventures 
  • Represent the organisation in meetings with consultancies and potential partners
  • Support negotiations and ensure financial and compliance considerations are reflected in partnership discussions
  • Draft and review joint venture agreements, ensuring accuracy and compliance with organisational standards. 

3. Budgeting and proposal development 
  • Partner with the Business Development team to prepare financial proposals, ensuring value for money and compliance with donor requirements
  • Contribute to financial modelling and pricing strategies that strengthen competitiveness in tenders
  • Provide guidance on budget tracking, forecasting and donor financial reporting throughout project delivery

4. Leadership advisory and risk management 
  • Advise the leadership team and senior decision-makers on compliance requirements, financial risks and contract conditions
  • Prepare audit-ready documentation and oversee internal reviews and external audit preparation
  • Develop and implement risk mitigation measures to strengthen financial governance

5. Capacity building 
  • Deliver training and technical support on compliance for commercial contracts and results-based financing
  • Strengthen the ability of programme, finance and business development teams to apply new systems and practices

Your profile:

Qualifications and Experience 
  • Bachelor's degree in accounting, Finance, Business Administration, or related field; Master's or CPA/ACCA preferred 
  • Minimum 4 years of progressive experience in financial compliance, donor contract management, or auditing within the NGO sector 
  • Proven experience managing donor-funded commercial or service contracts (e.g., GIZ fee-based, BMZ co-financing, USAID contracts) 
  • Knowledge of international donor regulations and audit frameworks, with a strong background in financial proposal development, budgeting and reporting
  • Proficiency in financial software and Excel; experience with ERP systems is an advantage 
  • Demonstrated experience in financial compliance for commercial contracts and results-based financing
  • Proven record of advising leadership teams and influencing decision-making
  • Experience in negotiating with external partners and drafting or reviewing joint venture agreements
  • Fluency in English required (French, German & Spanish Language are an asset)
